Summarize the project's program, features and achievements?

When AGC of Utah’s board of directors identified workforce development as the industry’s most urgent challenge, they didn’t issue a report or form a committee. They called on their members, and their members answered.

The result is the AGC of Utah Training Center:a16,180-square-foot facility built almost entirely through donated labor, materials, and in-kind contributions from nearly 125 AGC member firms and friends of Utah construction. This stands as one of the project’s greatest achievements. It was, as then-President Rich Thorn described it, “an old-fashioned barn raising,” and one of the most remarkable collaborative construction efforts the state has seen. Firms that compete against each other every day set that aside and built something together. A $5 million facility delivered not by a single owner with a checkbook, but by an industry that believed in its own future enough to build it with its own hands.

The facility itself reflects the ambition behind it. Program spaces include an auditorium seating 100, four classrooms, large warehouse and shop areas, and an open high-bay space purpose-built for scaffolding, lift and forklift training, fall protection education, and concrete instruction. The result tripled the association’s training capacity and created a permanent home for DOL-recognized apprenticeship programs, safety education, continuing education, and pre- contractor licensing, open not just to AGC members, but to the broader Utah construction community.

Architecturally, the building is a deliberate showcase for tilt-up construction. Exposed insulated sandwich panels, cast- in-place walls, masonry, steel, and integrally colored concrete come together in a design that demonstrates the performance, economy, and craftsmanship that tilt-up makes possible. The insulated wall system enhances the building envelope, contributing to energy performance and long-term durability, while integrally colored concrete eliminates the need for patching or painting and reduces maintenance for years to come. The facility doesn’t just train the next generation of construction professionals. It shows them, in every surface and system, what tilt -up construction is capable of.

What obstacles were overcome related to the schedule, budget, program, specification, site, etc. on this project?

The greatest challenge of this project was not the site, materials, or specifications; it was the delivery model itself.

Constructed entirely through donated labor and in-kind contributions from nearly 125 member organizations, the project operated without a traditional structure or procurement process. Coordinating scope, schedule, and quality across so many independent contributors, each with their own resources and constraints, required an extraordinary level of trust, flexibility, and collaboration, all while maintaining progress toward a common goal.

The building program added further complexity. Unlike a typical facility, it needed to function simultaneously as an auditorium, multi-classroom environment, warehouse, and high-bay training space. These diverse uses had to coexist seamlessly within one structure, supporting apprentices, experienced professionals, and community groups alike, while complementing the adjacent AGC headquarters. Achieving this required careful planning around clear heights, circulation, durability, and safety.

The tilt-up panels presented another challenge. Twenty-two panels, totaling over 12,000 square feet, with heights nearing 40 feet and weights exceeding 125,000 pounds, were designed to do more than perform structurally. Exposed insulated sandwich panels met rigorous envelope requirements while integrating with concrete, masonry, and steel systems. Custom form liners, cut three times for precision, replicated corrugated metal and Cor -Ten steel, elevating the panels into defining architectural elements.

Ultimately, it was the strength of the membership that made it possible. Utah’s construction community came together to deliver a facility that not only showcases the efficiency and craftsmanship of tilt-up construction, but will serve as a lasting resource for workforce development and industry advancement.
