The Military Entrance Processing Station (MEPS) is a central government facility that aids in the processing of new service enlistees for all branches of the military. The building consists of a single-story Tilt-Up concrete structure. Certain levels of security were provided for and accommodated within the design including large setbacks and clear areas surrounding the building. A tilt-up monument sign in front of the building also serves as a defensive deterrent eliminating a direct line of site into the building's main entry.

The building is designed around a functional and pivotal central core, serving as a 'feeding' space to the other areas of the interior functions. The Tilt-Up circular entry rotunda features curved panels, high glass walls and rusticated portal panels. Each curved panel was individually formed on-site using earthen forming. The curved panels have integral legs fabricated as components on the interior face of each panel, which allows for sufficient structural support without the addition of light gauge framing at the soffits and sidewalls. The rotunda opens directly into the naturally day-lit interior of the building's central core. All of the main functions of the facility are directly linked to this central core area.

The remainder of the building's design was zoned by functional areas, made easy through Tilt-Up design. The project required meeting a minimum LEED NC Version 2.2 Silver rating. However, the project was awarded the Gold rating due in part to the additional points that Tilt-Up construction added to the project.

Founded in 1986, the Tilt-Up Concrete Association (TCA) strives to improve the quality and acceptance of site-cast Tilt-Up construction, a method in which concrete wall panels are cast on-site and tilted into place. Tilt-Up construction is one of the fastest growing industries in the United States, combining the advantages of reasonable cost with low maintenance, durability, speed of construction and minimal capital investment. At least 10,000 buildings, enclosing more than 650 million square feet, are constructed each year using this construction method.
