Security was a primary requirement for Mexico's new C5 building project in Guanajuato State. C5 systems serve to manage, evaluate, maintain, coordinate, organize and oversee communications, computer, control and command networks. Additionally, this government agency coordinates and oversees specific plan, program and project implementations that by law are to be carried out with regard to public-security matters in the various states. Most of the building's panels are curved, lending the structure excellent aesthetic and functional properties. With tilt-up, the fast-track project was completed in less than 11 months, including design, construction and operation. Tilt-Up met the project's security needs, as concrete provides excellent bullet resistance and complies with Mexico's requirements. Architectural appearance, concrete malleability and low maintenance cost for a government building. Tilt-up was an excellent option to reflect the architect's vision, making this the first C5 installation in Mexico to be built with the construction method.

Founded in 1986, the Tilt-Up Concrete Association (TCA) strives to improve the quality and acceptance of site-cast Tilt-Up construction, a method in which concrete wall panels are cast on-site and tilted into place. Tilt-Up construction is one of the fastest growing industries in the United States, combining the advantages of reasonable cost with low maintenance, durability, speed of construction and minimal capital investment. At least 10,000 buildings, enclosing more than 650 million square feet, are constructed each year using this construction method.
