Although the panels were originally designed to be cast-in-place, due to the schedule and budgetary constraints it was decided to change to Tilt-Up construction.

The main vertical panel is 18-feet-6-inches by 18-feet-7-inches by 14 inches. The horizontal, cantilevered panel anchored to the top of the vertical panel was 18-feet-6-inches by 8-feet-3-inches by 10 inches thick and tapered down to 5 inches thick. This horizontal panel was attached to the vertical panel via threaded anchor bolts every 12 inches on center. The cantilevered panel was placed at a 13 degree angle at the top of the vertical panel to give the impression of it soaring away.

The footing for this system was placed in a reverse fashion. Two edge footings were placed on each end of the panel to carry the construction load. After both panels were erected, another footing was poured between and over the previous footings to lock the panel in place. The panels were cast on a casting bed which was later broken up and used as non-structural backfill in the building.

Features include reveals located at every other step, overhead down lights cast into the cantilevered panel, walkway lights cast into the vertical panel.
